Responsibilities This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)). The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) worldwide medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care, providing support to the Uniformed Services in the management and administration of TRICARE, administering and managing the Defense Health Program budget and the management direction and control of the military medical treatment facilities.The mission of the DHA is to serve as a Combat Support Agency and lead the MHS integration of readiness and health to deliver the Quadruple Aim: improved readiness, better health, better care, and lower cost. The DHA Headquarters is geographically located in Falls Church and Arlington, Virginia.This position supports the mission of the J-8 Financial Operations Division (FOD) and it is located in JBSA - Fort Sam Houston, TX or San Antonio, TX.MISSION STATEMENT: The Mission of J-8 conducts a systematic accounting of the program of record, resource allocation and execution to identify, prioritize and fund requirements within existing resources to enable the Military Health System to accomplish anticipated missions and drive improved performance.MAJOR DUTIES:As a Financial Analyst (Financial Compliance) Defense Health Agency Direct Care Financial Management (DHA DCFM) the incumbent will provide direction to financial staff relative to appropriated fund accounting and Certified Financial Officer (CFO) Act compliancy.1. Formulates, implements, administers, reviews and evaluates accounting policy for financial management and accounting operations. Reviews and evaluates the appropriated accounting program and financial activities of the Command serving as advisor to the DHA staff and to the installations and activities under jurisdiction of the headquarters to include Europe, Korea, and Japan. Provides financial administration to improve the quality of financial data over appropriated accounting and financial reporting operations, improve understanding of the principles governing effective use of financial control to promote more efficient management, and relate the results of overall financial management plans to form a basis for key management decisions. Interprets statutory, regulatory, or accounting policy changes of higher accounting authorities to subordinate elements, DHA staff, and other major commands (MACOM) as it affects DHA DCFM. Analyzes and evaluates work accomplishment in relation to work programmed and in the techniques of reporting, status, and progress of operations. Makes detailed evaluations of accounting and financial management problems, procedures, methods, and systems to present clear and logical proposals regarding the resolution of problems and the revision or augmentation of the procedures and systems as they relate to, involve, or affect DHA DCFM. Observes, analyzes, and evaluates the existing accounting structure to determine problem areas and evaluate existing accounting structure to determine problem areas to develop and recommend improvements or compensating controls necessary to meet DHA DCFMs needs. Analyzes accounting data generated by all elements of the command. Implements the CFO Act and OSD directives to attain a clear audit opinion on financial statements, supporting accounting processes and fiscal controls. Evaluates Defense Finance and Accounting System (DFAS), DHA DCFM, and supporting agencys accounting policies and procedures to identify potential audit deficiencies. Plans, organizes, and documents financial improvement plans to address weaknesses. Evaluates DHA DCFM and feeder automated data systems for compliance with the Federal Financial Management Improvement (FFMIA) Act. Assess system design and accounting process deficiencies for audit deficiencies. Identifies and coordinates corrective action plans to address financial system deficiencies. Evaluates financial data processing of support budget, logistical and personnel systems to ensure consistent application of CFO standards. Documents financial improvement plans (FIP) for inclusion within the commands financial improvement and audit readiness (FIAR) plan, monitor and coordinate implementation of fiscal law, DoD and DHA policies pertaining to audit compliancy. Plans and coordinates command policy to implement CFO compliant accounting controls. Presents briefings and report as required in support of financial assertion efforts. Responsible for meeting DoD and DHA performance metrics.2. Oversees the DHA DCFM or staff agency programs for improving financial statements, recording, and reporting to include: quick response assessments, consulting and advisory services, risk management, policy compliance and follow up, and a variety of staff and systems accounting programs to analyze accounting records and to enhance the financial reports and operational data used by local management. Ensures that financial statements are in compliance with generally accepted accounting principles (GAAP) and auditable using generally accepted government audit standards (GAGAS) and generally accepted audit standards (GAAS). Exercise oversight of all subordinate command financial improvement and audit readiness programs. Evaluates and or recommends revision of the accounting and managerial policies, procedures and systems supporting the missions of the command to ensure essential financial information is provided. Extensively involved with counterparts to resolve financial information is provided to the command. Incumbent is extensively involved with counterparts for resolving financial and operational problems or to enhance the accuracy, relevance, and timeliness of financial information. 3. Assists with implementing the General Fund Enterprise Business System (GFEBS) accounting system and follow on accounting systems as required. Transforms current legacy accounting structures, systems, procedures, and policies to support deployment of GFEBS. Serves as the point of contact on accounting structure under the standard financial information structure (SFIS). Evaluates and oversees automated data processing (ADP) internal control requirements. Coordinates and supports technical restructure of accounting hierarchy, accounting logic and controls as needed for GFEBS. Performs other duties as assigned.
