What you will do for Harris County Precinct 4 (HCP4)
The Financial Analyst - Process Improvement & Staff Development will play a key role in supporting the department's financial operations through the development of internal training materials, process documentation, and procedural improvements. This role focuses on strengthening staff knowledge, ensuring compliance with financial policies, and enhancing workflow efficiency. The Analyst will also assist with Accounts Payable (AP), P-Card reconciliations, and expense reporting duties to support overall financial accuracy and transparency. This person will report directly to the Director of Finance and work closely with the Finance Manager of Operations.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.
- Design and deliver internal trainings related to financial processes, systems, and best practices.
- Develop and maintain comprehensive desk procedures, workflows, and training manuals for departmental use.
- Collaborate with team leads and subject matter experts to identify knowledge gaps and training needs across the department.
- Support process improvement initiatives by analyzing current workflows and recommending enhancements to increase efficiency and compliance.
- Assist with day-to-day financial operations including processing and reconciling P-Card transactions, reviewing AP documentation, and preparing expense reports.
- Ensure financial activities follow internal policies, grant requirements, and local, state, and federal guidelines.
- Maintain organized documentation and assist in audit preparedness and internal reviews.
- Serve as a resource to staff for questions related to financial procedures, tools, and compliance standards.
- Track training participation and measure outcomes to ensure continuous improvement and effectiveness.
- Support the development and implementation of new financial tools and technologies to streamline reporting and reconciliation efforts.

Requirements
Education:
- Bachelor's degree in Finance, Accounting, Business Administration, or related field from an accredited college or university.
Experience:
- Minimum of two (2)+ years of experience in financial operations, accounting, or public administration (government or nonprofit a plus).
Strong understanding of financial policies, accounts payable, P-Card processes, and Expense Report Management. - Experience developing training content and delivering presentations or workshops.
Knowledge, Skills and Abilities:
- Strong analytical, organizational, and communication skills.
- Ability to work both independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Excel, financial software systems, and ERP tools.
- Strong financial acumen ability to explain complex financial concepts in a clear and simple way.
- Excellent communication and presentation skills, both written and verbal.
- Ability to create training guides, process documentation, video tutorials, and quick-reference materials.
- Strong attention to detail and ability to translate technical information into user-friendly content.
- Project management skills, ability to organize training schedules, track participant progress, and gather feedback for continuous improvement.
- Collaborative mindset, comfortable working closely with different departments (finance, administrative groups, and operations) to assess training needs.
- Problem-solving attitude and adaptability to new systems and process changes.

Work Environment and Physical Demands:
- This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
- Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
