About the Office of Commissioner Rodney Ellis
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct covering 363 square miles. Its population is roughly 33% African American, 38% Latino, 21% Anglo, 6% Asian, and 2% other or multiple races. The precinct includes downtown Houston, major landmarks like NRG Park, Texas Medical Center, and educational institutions such as Rice University and the University of Houston. It manages parks, community centers, trails, and provides various services.

Role and Responsibilities
The Director will be part of the senior management team, reporting to the CFO, responsible for leading the Finance Division. Key duties include:
- Managing daily operations of the Finance and Budget division, including staff development and performance evaluation.
- Developing and implementing financial policies and procedures aligned with best practices and standards such as GASB and GFOA.
- Overseeing procurement to ensure fairness, compliance, and cost-effectiveness.
- Leading budget development and execution, supporting divisions, and providing financial training.
- Preparing financial reports and providing analysis to support decision-making.
- Performing other duties as assigned.
Qualifications
- Bachelor's degree in Accounting, Finance, Business Management, or related field.
- At least 5 years in a leadership role with organization-wide budgeting responsibility.
- At least 10 years in an accounting, finance, or audit role.
- Experience with GFOA guidelines and internal controls development.
Skills and Abilities
- Knowledge of GAAP.
- Strong organizational, analytical, and communication skills.
- Ability to develop financial forecasts and interpret complex data.
- Proficiency with technological tools for financial management.
Additional Information
Preferred qualifications include experience with governmental budgeting and CPA certification.
